Can someone explain ... If a player is drafted at the end of his senior season and chooses not to sign with the MLB club who drafted him, what is the point where that club loses the "rights" to that player ? Is it the following draft? :shrug:

Backman had tax liens, DUI conviction

Background checks ... Wonder why those weren't done when he was hired to manage at the minor league level? Hopefully he has put that all behind him and it won't be a distraction or concern as manager of the MLB club.
