The NFL will hold its annual league meeting beginning Sunday and among the many things that will be discussed, proposed rules and bylaws changes will be considered. We detailed eight team-proposed changes for 2025 not too long ago. Those include a proposed elimination of the "tush push" quarterback sneak, an expansion of the playoff overtime rule to the regular season, the elimination of an automatic first down on defensive holding and illegal contact penalties and changing playoff seedings such that division winners are not guaranteed a home playoff game.

The competition committee also has proposals to be voted on. It includes modifications to the kickoff format introduced last season, expanded use of replay assist, roster management and waiver claims.

Below are some of the details.

Kickoff changes​


The competition committee would like to make permanent the kickoff format that was used in 2024 on a trial basis, with some modifications.

One would change the touchback rule for a kickoff that lands in the end zone to the 35-yard line instead of the 30, which it was last season.

Instead of only allowing onside kicks in the fourth quarter when a team is down, it would allow a trailing team to attempt an onside kick at any point.

Other modifications about formations are proposed.

Replay assist​


The biggest part of this proposal is where the replay official may assist the on-field officials when a penalty is called and there is clear video evidence to the opposite. It would not be calling fouls from the replay booth. Essentially, erroneous penalties could be eliminated in some cases.

Roster management​


It is proposed that teams be allowed to increase the number of players a team can designate to return in a season from eight to 10. Two can be designated on roster cutdown day so that a player doesn't have to occupy the active roster for a day before being placed on injured reserve.

Waiver claim tiebreakers​


This proposal adds point differential as an additional tiebreaker for waiver claims during the season.
