What's funny is I see a lot of guys on that list that people here wanted us to draft guys like Kyle Van Noy, Jabril Peppers, Tank Caradine, Manti Teo, nick Martin and Xavier Sua'Filo

They aren't NFL scouts as in paid by NFL teams to scout players. The rb guy is a freelance blogger who covers the Skins. They are writers. If you read the comments there's quite a few people upset with the assessments. The bickering back & forth kind of reminds me of this board at times.
