All of this relates to the question of whether the Bobcats are required to stay under the cap, or just ignore it as long as they don't go after free agents.

The NBA has a soft cap. Teams are allowed to go over the number, they just wont have the ability to pursue every player they want. If they draft over the cap, it will be the same scenario that 25 other NBA teams are in right now.
