The Buffalo Bills have chosen not to use the franchise tag to retain safety Jairus Byrd, allowing the three-time Pro Bowl player to become an unrestricted free agent next week. The decision was announced by the team shortly before the NFL deadline Monday. ''We have negotiated with representation for Jairus Byrd for more than a year, but have yet to reach an agreement on a contract extension,'' general manager Doug Whaley said in a statement released by the team.
