I think it's both, I think he has talent, and I think he's playing for a coach who's VERY good at scheming and playcalling and that he has figured out how to get several big plays a game wide open that Quinn has been hitting.
Where I question Quinn is in the when the primary guy isn't open area, every game I've seen, Stanford, USC in particular, Quinn seems inclined to just wing it and throw into coverage and let his man make a play. That works a lot better in college with 2 big WR's than it does in the NFL where defenses are much better.
he has all the physical tools, I just think there are a lot of college QB's who could put up similar numbers in his position with those WR's and Weis calling the plays.
