He can't even 'accept' it. No 'exceptions' to the rule.

Arbitration is only offered once, because an arbitrator will decide on how much a player should be paid, if the team offers this then the player can accept and take what an arbitrator decides. Once it is declined, then the player is on his own. I guess they can continue to negotiate but between player and team only, no arbitrator if declined.
