He was an absolute monster but the majority of the career INT leaders played prior to the 1980s. The reason is the same reason why passing has been going up ever since... there were no pass interference rules.
Night Train was allowed to clobber receivers while the ball was in the air. Passing was a very risky proposition, if your receiver had multiple defenders in the area one of them was likely to run him over while the other got an easy pick.
