I say you could still pull off a 16 team playoff off with 11 conference winners, and 5 at large spots (Determined by the BCS rankings.) That's 3 weekends of games, plus the title game. Use the top bowls for the playoff sites, and teams that didn't make the playoffs can still go to smaller bowls.
Win your conference and you have a shot at the playoffs and even the championship. Seems like a fair way of doing it. Plus all these endless debates are decided on the field as they should be.
