Explorer Certificate Issue?

Has anyone else ran into the issue of when the user changes their password the digital certificates for explorer becomes invaled? Does anyone know if there is a way to fix this.

Go to intenet options, content and click "clear SSL slate"

The problem that keeps coming up is the Certs have to be reinstalled everytime the user changes their password?
