Commissioner Roger Goodell says active NFL players won't be deciding punishment for flagrant hits that merit fines. He is open to listening to them, though, and says his meeting last week with Pittsburgh's James Harrison was meant to get his opinions on the league's crackdown. Harrison has been fined $100,000 for three different hits.
