How can I transfer a segment on a dvd to a message board?

I recorded a 3-4 minute segment from my DVR and want to post it on a message board. Do I need a special software to do that?

I doubt the message board would allow it. Most message boards won't host video because it would eat up too much storage space. That's why Youtube was created. To answer your question though, no. If the message board allowed it, you could attach the file like any other attachment.
