First try changing your editor to the Enhanced WYSIWYG - that will pre-load your smilies in the dropdown.

User CP -> Edit Options -> Message Editor Interface

As far as why it is not working now, could be many things (browser settings, pop-up blocker, etc.) If you are using Internet Explorer I would suggest adding "*.arizonasportsfans.com" to your Trusted sites zone to prevent any scripting problems. (Tools-> Internet Options -> Security. Click on the trusted sites icon, then on the "sites" button)
