Hypothetical Question

Heard this on a NY Sports Radio show. I know that if a team doesn't get its pick in on time, the next team can turn in their card and get the pick. And when the "slow" team turns in their card they'll get their pick. And the card can be turned in at any time. Well this caller wanted to know if at the end of the first round with NE having the last pick, could they not have turned in a card, and thus have all this time (until tonight) to:
1. Field calls for a trade?
2. Figure out who they want to draft?

Mike Francesa simply said that it would never happen. And it didn't. But what if?

The Pats would be fined, and probably the Tampa Bay Bucs could put in a pick at anytime since they are technically on the the clock the minute the Patriots time is up.

I always thought if your time expires then you forfeited your right to make a pick and the next team up could pick instead.

Yea, that's what I thought. You lose the pick and you are not allowed to put in a pick after that.

Edit: I guess I was wrong:

If the time expires before the pick is submitted, the next team can begin to submit their pick, but the team who's time expired can still submit their pick at any point

Yeah. Didnt the cowboys intentionally do this a couple years ago?

Vikings. They looked like a total clueless org when they did it. I think like three or four teams rushed their pick in before the vikes finally made their selection.

I think they Tried to slot their players salary at the Lower level and the player insisted he was still the higher pick.
