I can't connect/sign up for XBox Live

When I go to sign up for XBox Live, it reads my connection but fails to establish an IP from my ethernet hook-up.

I have Cox High Speed, is XBL compatable with my net hookup? Anyone know alternate options to get set up for XBL?
