Players have always tried to move the ball in these situations to gain an advantage, this is not new or rare and singling Toney out here is unfair. Had the officials spotted this at the time, Toney would have been booked. Also, I am convinced that Toney told Mathias Jensen to distract the referee while he was moving the ball, so the official wouldn't see the deed.
