At this point, his value isn't going to be bank breaking and on a one or two year deal, he could be a monumental bargain. Would be the best #4 in baseball and bumping Sanders to 5 would give them one of the best 1-5 in baseball.

Is he available? If so, it'd be a no-brainer imo.

At the lowest he will be getting $5 mil and there is no room in the budget. Also at some point adding veteran pitching adds negative value since you are wasting guys like Bauer and Skaggs in the minors.
