I don't know if this would work. I am basing some of my assumptions on how the OLD hoops.ws league worked. First of all in the old hoops.ws league you could suspend and resume the draft so noone had to worry about the sleeping thing. Also, the old hoops.ws league you could bracket an East and West coast bracket. Assuming you could do those two things in the new Hoops.ws league:
1. Start with a sixteen player league.
2. Then assign last year's playoff teams to the randomly picked draft order. If PhoJ was randomly picked to draft number one overall, he would get the SA Spurs since they won the Championship. Draft position 2 would get New Jersey, and so on. You could base the remaining standings on an end of season power poll or just a poll of the guys in the league. The commish fills out the team lineups accordingly.
3. DRAFT: the draft could be a fixed number of rounds in which guys are allowed to select players from the list of guys left over. I would say each position in the draft be given no more then one hour to draft. The draft order would be reversed from the team assignment draft. So PhoJ would end up drafting 16th when this round began. If you are skipped, then it would be no big deal since you already have players to begin with. Also, the commish could suspend the draft whenever he felt it was a good stopping point for the day. You would be encouraged to fill out contingency lists more if you knew you only had an hour on the clock max. If not, then the rest of the guys don't wait twenty-four hours for your pick to end.
4. Then after the draft there has to be a cut down date on which guys must waive their extra players. After the draft, everyone can pick off the left over player pool just like thay can now, or wait until the cut down date, or do both. Trades could occur all during the process. Heck, I could see guys trading whole teams if they wished.
5. Guys with Eastern teams are bracketed in the east league, and guys with western teams are bracketed in the west league to start.
