I never liked the rule there's a bunch of uses for a #3 QB like holder that are precluded by the rule. I also think there's a good argument that the Steelers violate the rule when they put Randle-El at QB even if it's just for one play.

The NBA rule is the IR is for injured players, like that is reality.
So if the rule is in case of injury: Could the no 2 QB replace an injured no 1, get injured himself, be replaced by the emergency QB, leave the game for treatment, then return to the game?
