Is there a cap on how much you can pay coaches

Because if coaching is so important, I would have a slew of coaches working in unison who would not care what title they have if they are getting paid. My pathetic ownership arse would have had Belichick on the phone for a couple of millions just for a day of his suggestions to harass the Rams unproven QB... "Yeah Bill, it's me Kliff. I want to thank you for all you have done for me when I was young and would love your advise on what I should force Vance Joseph to do to dismantle this Wolford kid. I talked to Michael and we are willing to pay you 2 million dollars an hour for any tips and schemes you think might work. I know you're coaching the Pats but please give us some advise because I would like to keep my job and sure your job is safe even if you are not making the playoffs"
