Here is a link to an article by Evan Sidery but I am not sure it means Evans becomes a two-way player.

At Oklahoma State, Evans was thrusted into a bigger role following his breakout freshman campaign. During his sophomore season in Stillwater, Evans tallied 19.2 points, 3.4 rebounds, 6.8 assists, and 1.8 steals while carrying shooting splits of 43.8/37.9/81.2. The Suns’ new 6’0”, 175-pound point guard carried a high usage rate during college, but he has a steady playmaking hand who could get hot at any time.

Adding Evans to the G League while Elie Okobo and De’Anthony Melton stay on the main roster makes sense for two reasons. One, it allows Okobo and Melton to earn their stripes in Phoenix unless Evans takes their spot if a panic trade is made. Two, Evans is likely an emergency replacement in case Isaiah Canaan’s injury history continues to bite back.

I like this signing a lot. Evans was a good playmaker in college (led Big 12 in assists with 6.8). And he can shoot the balk well too (38% from 3) and those numbers don’t even do him justice as he shot that despite opponents keying in on him as the only big time shot maker on the team.

He’ll be a huge help at the two areas that we need a lot of help at, defense and 3pt shooting.

Probably. But we're desperate and grasping for a little ray of hope wherever we might find it (or imagine it).
Pretty foolish to just dismiss him as a G league guy. There have been plenty of guys who spent time in the G league before becoming quality rotation players in the league today.

In Evans case, he was a very promising prospect in college as well. Sure the odds are against him but he has a chance to make an impact, especially on a team like the Suns that has opportunities available at his position.

Can you enlighten us as to who these players are? Just a few examples would be great!

Hassan Whiteside, Robert Covington, Tyler Johnson, Jonathan Simmons, Jeremy Lin are few that come to mind.

I hope you're enlightened! :)

Danny Green, Cory Joseph, Seth Curry, Ian Mahinmi, Shaun Livingston, Matt Barnes, and Marcin Gortat. Rafer Alston, Gerald Green, CJ Watson, and JJ Barea as well.

I saw Sunsfan88 list some, I thought I'd add some more that he didn't name. The G-League is not as bad as some people make it out to be. Most successful 2nd round picks nowadays spent a good amount of time down there.

I understand that, but all those players were on NBA rosters, spending some time in G-League (or D-League back in the day.)
There is a difference between NBA players spending time in G-League and actual G-League players.

A lot of those guys actually made a name for themselves in the G-League before they became rotation players in the NBA. Danny Green, PJ Tucker, Matt Barnes, Whiteside, and Gortat all did. The D-League wasn't given much attention prior to rebranding a couple years ago as the G-League . I know that change didn't make much of a difference but that's about when it started being viewed differently by NBA teams. It seems Adam Silver has made it part of his goal to develop that league further and make it a true farm system. It will take a few more years to get there but it's made some huge strides since Silver has been commissioner. All NBA teams have their own dedicated affiliate team and adding Two-Way contracts has been huge in taking that next step.

I thought there were still a few teams without a dedicated minor league team? Washington's team just came into play this season, New Orleans is adding one next season which I believe takes it to 28 teams total. Maybe the other 2 organizations have a team scheduled in the near future?

You're right. I knew that all teams were singly affiliated now, no one is sharing a G-League team, but there are still 2 teams without a G-League affiliate. The Blazers and Nuggets don't have a G-League affiliate and the Pelicans don't have one currently but they have acquired one that will start playing next year. I thought since all were exclusive to just one NBA team that they finally added enough for all NBA teams but apparently they aren't quite there yet. That puts the Blazers and Nuggets at a slight disadvantage. I wonder how their Two-Way contracts work. I know Mike James signed a Two-Way deal with the Pelicans last year, who didn't have an affiliate at the time, so I guess they just need to exclude their Two-Way players for a certain amount of time. I'll look into that more.
