That strikes me as a little bit insane. If the players are all that terrible, wouldn't you have to give the coaching staff a little bit of credit for getting them into the 2nd round of the playoffs? If the players are all godawful, then Whisenhunt is a genius. If Whisenhunt is a moron, then the players must be pretty good.
Honestly, I think you can make an argument for Warner being 6th among the remaining QBs, though. Flacco's got great potential and played well, but I don't see anybody but a huge homer rating him above Warner right now. Same with Kerry Collins. Among graybeard QBs who have had significant problems with fumbling, Warner's clearly top of the heap.
After those two it gets a little dicey. Eli? I'd say no, because he's only been statistically good for one regular season and one playoff run. But hey, he's a Super Bowl champ, and he's played well overall this year, and a lot of people would rank him much higher than Warner without thinking twice. Rivers? Had a fantastic year, is in his prime. Roethlisberger? Won a Super Bowl, and has the ability to make big plays. McNabb? Long resume, has been playing quite well. Delhomme? Not great, but he's played very well in key situations this year and helped them win a couple games they desperately needed.
I definitely wouldn't rank all of those guys above Warner, but I can see how somebody might make an argument for them. I think I'd put him 3rd, after Rivers and McNabb, but what the hell.
