The idea is schools wouldn't be able to offer a scholarship to a kid until the summer between his or her junior and senior year of HS in all sports. It's of course specifically aimed at basketball and football where recruits are pressured heavily to commit early.
I don't how it would be enforced, especially now that verbal commits are completely non binding and still happen all the time, but it's at least an admission there is a problem. Some schools push for early commits and it creates a domino effect as other coaches don't want to be left behind. And you end up with very young kids being pressured to make very important decisions before they're old enough to drive a car.
