1 Chargers Eli Manning QB Mississippi 1st same 1/3
Chargers officials are working diligently to trade down. It's not that they don't like Manning but would prefer not to risk No. 1 money to the position. Ben Roethlisberger and Philip Rivers are only a tick below Manning and would come much cheaper. However, most other teams hold the same opinion. Manning has all the physical tools to be a franchise QB and the mental makeup to handle the pressure of being the No. 1 pick.

2 Raiders Robert Gallery OT Iowa 2nd same 2/4
Unless a team trades up to get Roethlisberger or Larry Fitzgerald, the Raiders will be stuck here. And that could be a blessing in disguise. The Raiders' line needs an overhaul, and Gallery is a dominant left tackle.

3 Cardinals Larry Fitzgerald WR Pittsburgh 3rd same 1/3
Fitzgerald is Dennis Green's guy. Fitzgerald grew up in Minnesota, is a close friend of former Vikings WR Cris Carter and spent much time around the team because his dad was a beat writer. Fitzgerald is the complete package — a downfield threat with great acceleration, size, reach, hand-eye coordination and body control. He also has great character, which is a more valuable trait after the problems with Keyshawn Johnson, Terrell Owens, Randy Moss and David Boston.

4 Giants Ben Roethlisberger QB Miami (OH) 4th same 3/13
With Kerry Collins in the final year of his contract and eager to be a free agent, the Giants will pick a QB in Round 1. This is the news Roethlisberger needed to get drafted in the top four. Roethlisberger is big and athletic enough to avoid sacks. He lacks elite arm strength, but it is better than many current NFL starters. He has the poise and leadership skills coach Tom Coughlin wants in a QB. He reads coverages, makes adjustments and has the ability and desire to learn, which will be important under the demanding Coughlin and QB coach Kevin Gilbride.

5 Redskins Tommie Harris DT Oklahoma 5th same 5/8
Harris has been moving up every board, and teaming him with newly-signed free agents Cornelius Griffin and Phillip Daniels would give Washington an excellent front four.

6 Lions Kellen Winslow Jr. TE Miami (FL) 6th same 6/8
There is no way the Lions pass on Winslow, the perfect addition to coach Steve Mariucci's West Coast offense. Winslow would stretch the middle of the field for Joey Harrington and take some pressure off Charles Rogers. Winslow continues to get bigger and stronger. He is a fierce blocker and clearly the best pass-catching tight end in this class.

7 Browns DeAngelo Hall CB Virginia Tech 7th same 7/24
With Gallery and Winslow off the board, the Browns would attempt to trade down. If unsuccessful, Hall would be the pick. He ran a blazing 4.35-second 40-yard dash at the combine. A man-to-man shutdown corner, he is confident and tested and should start as a rookie.

8 Falcons Mike Williams WR USC 8th same 2/8
Atlanta is looking for a wideout to line up opposite Peerless Price. Falcons GM Rich McKay has known Mike Williams since Williams' high school days in Tampa. Williams will be a lock here unless scouts think he performed poorly during Thursday's workout.

9 Jaguars Roy Williams WR Texas 13th (+4) 9/14
Jacksonville needs a young playmaker. Williams is big and has excellent speed, hands and run-after-catch skills. Jacksonville also could go with DE Kenechi Udeze here, too.

10 Texans Sean Taylor S Miami (FL) 10th same 6/17
Taylor's stock is dropping a bit after a disappointing workout and mixed reports from coaches reviewing his college films. The Texans, in need of a playmaking safety, will find Taylor too good to pass up.

11 Steelers Philip Rivers QB N.C. State 25th (+14) 11/2nd round
Rivers has hushed scouts' concerns about his funky throwing motion. He certainly is the third-best QB in the draft. The Steelers could develop Rivers to replace Tommy Maddox.

12 Jets D.J. Williams OLB Miami (FL) 12th same 12/23
The Jets must complete a linebacker corps overhaul. Second-year player Victor Hobson is viewed as the long-term answer in the middle. Williams, an explosive playmaker, could start as a rookie. With him on the strong side and newly-signed free agent Eric Barton on the weak side, coach Herm Edwards will finally have the desired speed and playmaking ability.

13 Bills Kenechi Udeze DE USC 9th (-4) 5/15
After an outstanding workout last week at USC, Udeze could go to Jacksonville at No. 9. Buffalo certainly would stop his slide here, though.

14 Bears Vince Wilfork DT Miami (FL) 14th same 4/14
Wilfork, a wide body, is quick, active and strong at the point of attack. He excels at controlling the line and is athletic enough to shine as an interior pass rusher.

15 Buccaneers Will Smith DE Ohio St. 15th same 13/17
Smith had a great workout recently, impressing NFL officials with his speed, explosiveness and strength. He could overtake Udeze as the first end selected. If Smith doesn't go any higher, the Bucs surely would grab him and get an instant upgrade over Greg Spires opposite Simeon Rice.

16 49ers Reggie Williams WR Washington 16th same 15/16
With Owens and Tai Streets gone, Williams would be a lock pick. Some question Williams' speed, but he looks fast enough on film. Otherwise, he has the complete package — size, hands and playmaking flair — to quickly develop into a No. 1 receiver.

17 Broncos(from Bengals) Karlos Dansby OLB Auburn 22nd (+5) 17/32
The Broncos, worried Dansby would be off the board before pick No. 24, traded CB Deltha O'Neal to Cincinnati to move up seven spots. Dansby is active against the run and athletic in coverage. He has ideal pass-rush speed, size and is versatile enough to play in the open field or on the line of scrimmage.

18 Saints Dunta Robinson CB South Carolina 11th (-7) 11/24
Robinson has good size, strength and tackling skills. He moved from S to CB as a senior and continues to improve in coverage. Tough, aggressive and physical, he jams receivers and holds up well in run support. Robinson, with a 4.34-second 40-yard dash at the Combine, might be the draft's fastest prospect.

19 Vikings Vernon Carey G Miami (FL) 19th same 19/32
The Vikings, with right guard David Dixon almost a senior citizen, have a need inside. Carey has great experience, size, strength and versatility and could start as a rookie.

20 Dolphins Shawn Andrews OT Arkansas 20th same 7/20
Andrews would be a great fit in the Dolphins' rebuilt offensive line. Massive with great strength, he thrives as a run blocker and has the necessary footwork to excel in pass protection.

21 Patriots(from Ravens) Steven Jackson RB Oregon St. 21st same 11/21
Jackson clearly established himself as the No. 1 back with a strong recent workout. The Patriots would pounce on Jackson. The Patriots have re-signed versatile Kevin Faulk, who could help Jackson transition into a workhorse role.

22 Cowboys Kevin Jones RB Virginia Tech 28th same 11/2nd round
Jones is explosive, big and strong enough to carry a heavy load -- the perfect Bill Parcells RB.

23 Seahawks Marcus Tubbs DT Texas 24th (+1) 22/2nd round
The Seahawks are desperate for defensive playmakers and could reach for a DT here. Tubbs has impressive size, power and quickness. He is a run stuffer who can penetrate and give some pass rush pressure from the inside.

24 Bengals(from Broncos) Randy Starks DT Maryland 18th (-6) 10/24
Starks dominated in the Terps' 3-4 and is a terrific athlete with ideal initial quickness, size and power. While primarily a run stuffer, he also can provide some penetration.

25 Packers J.P. Losman QB Tulane 2nd round 25/2nd round
The Packers must select Brett Favre's successor in this draft, and Losman certainly wouldn't last until the Packers pick in Round 2 (55th overall).

26 Rams Antwan Odom DE Alabama 26th same 25/2nd round
With the free-agent loss of Grant Wistrom, the Rams must take an end on Day 1. Odom has great potential because he has the size to play every down and possesses strong pass-rush skills.

27 Titans Justin Smiley G Alabama 27th same 27/2nd round
Smiley rapidly is moving up teams' draft boards. He should start early, filling a top need.

28 Eagles Chris Gamble CB Ohio St. 17th (-11) 11/27
Gamble, once thought to be a top-10 or 15 prospect, has slipped. He still is the draft's most athletic CB, but he must improve his route-recognition skills before becoming an NFL starter.

29 Colts Derrick Strait CB Oklahoma 29th same 29/31
Corner is the Colts' biggest off-season need. Strait would be a great value here, fitting well in Tony Dungy and Ron Meeks' Cover 2. Strait has the size, speed, strength, toughness and quickness to become a terrific NFL starter.

30 Chiefs Michael Clayton WR LSU 30th same 16/31
Clayton is big, strong and tough, and despite having only adequate speed, he compensates with outstanding athleticism. The Chiefs need a go-to receiver, and Clayton is a fit.

31 Panthers Lee Evans WR Wisconsin 31st same 20/31
Evans' speed and playmaking ability make him a perfect candidate to replace Muhsin Muhammad and team with Steve Smith.

32 Patriots Chris Snee G Boston College 32nd same 32/2nd round
The Patriots have had recent success with BC linemen. Dan Koppen started as a rookie and will be the anchor of the line in his second year. Snee would rejoin Koppen, his BC teammate in '02, and replace free-agent departure Damien Woody, who was drafted out of BC in '99.

Denver's trade wasn't for a LB. Shanahan either did it to set up a move into the top 10 or it's for a DT or WR who slips.
