New spiking penalty among several rules changes

NEW YORK (Reuters) - A five-yard penalty will be assessed for spiking or throwing the ball after a play has ended, except for after a touchdown, the NFL announced on Thursday.

The spiking penalty was among several rule changes adopted by the league following the owners' meetings last month in Phoenix, said competition committee co-chairman Rich McKay.

"We did not think this type of spiking was good for sportsmanship or the administration of the game by officials," McKay said in a statement.

The league said it would now be a 15-yard penalty, instead of five yards, for a player to make a block below the waist against a receiver while the quarterback is in the pocket.

A penalty for the unintentional touching of a pass by an interior lineman has been eliminated, the league saying it felt that no advantage was gained by the offense on such a play.

In addition, the five-yard penalty against the defense for excessive crowd noise has been eliminated, BRING ON THE NOISE !!!!and instant replay to determine if the referees made a correct call has become permanent.

"We think instant replay has been an accepted part of our game now for a number of years," said McKay. "It's worked quite well."

High-definition replay equipment will be installed in NFL

I didnt even know a excessive crowd noise rule exsisted.. Never seen it called.. That was a stupid rule, makes home field advantage worthless..

"Eliminates the crowd noise procedure in the rulebook. With the advent of silent counts on offense, the league will no longer allow for stoppage of play due to excessive crowd noise."

Here is how the official rule read;

10. When, in the judgment of the Referee, the level of crowd noise prevents the offense from hearing its signals, he can institute a series of procedures which can result in a loss of team time outs or a five-yard penalty against the defensive team.

the crowd rule came up in the '80's beacuse of the wave.

I despise anyone who tries the wave at a football game.. Last year right in front of me these people tried to start the wave at a game.. I threw a few obsenities at them.. Well, the main person trying to start it was a chick.. She asked why I didnt want the wave.. blah bla blah after awhile I said.. "Flash your ****** and I'll help".. She smiled then sat down lol..

Yeah I hate the wave and refuse to entertain all the morons who start it. People complain here and there. One game last year a visitor bought a ticket behind me and was yelling all day about lets get the wave going, come on guys, lets get the wav going. Last time I typed somthing on this forum like what i ended up saying to the guy got me banned so ill let your imagination figure it out! He didnt ask me to do anything the rest of the game

I haven't seen it called in some time either, though I do remember them using it when the rule was first passed. I also seem to remember that it wasn't a 5-yard penalty, but rather a warning, followed by the loss of a time-out. Of course the warning only served to further incite to crowd to be even louder.

I think it happened on when the Lions played the Jets. The Jet's quarterback headset broke inside his helmet, and he couldnt hear the plays come in. And the referee warned the fans first, then after that it would be a 5 yard penalty.

Good that was a stupid rule.

I always hated when a team would get a penalty for the ball accidentally hitting the back of an O-lineman's foot. Yes, he's an ineligable reciever. No, that play didn't help the offense or circumnavigate the rules.

From my point of view the worst penalty is defensive pass interference. I can argue both of side of this penalty and why or why not it should be in the books. But I wish they could come up with something more reasonable. It can put the game in the hands of the refs when called

That and holding pretty much leave the outcome of the games up to the refs instead of the players.

I would like to see them change the rules so that if an offensive lineman falls on top of a defensive player its not holding.

I want that rule that runs the clock for 10 seconds on a last second penalty .. that has the be the stupidest rule they have ... and it cost us a game ... :bang:
