I can't say for certain whether it's happened in the NFL (yet) but I would bet the house it has (and is) in other sports (cough, cough... "NBA"... ahem).

It wouldn’t shock me if every ref/ump in every sport has been approached at some point to fix a game.

Referees are people and make mistakes, just like a few of us on here do. I think, or would like to think, that most of them are of high integrity, no matter what we think of them on here.
That doesn't mean they don't make mistakes, errors in judgements, or sometimes let feelings get in the way. That is being human.
And, it doesn't mean I don't occasionally get upset and yell and accuse them of things I shouldn't
