Overtime changes and video review are expected to be on the agenda when NHL general managers begin meeting in Boca Raton. The general managers want to reduce the number of shootouts that decide regular-season games. Expanded video review became a bigger issue in January when the Detroit Red Wings scored a goal against the Los Angeles Kings that should not have counted because the puck hit the protective netting first.
