ATLANTA (AP) -- Bill Parcells could become the Atlanta Falcons' vice president of football operations, a role that would put him in charge of finding the team's next coach.

Parcells is considering an offer to join the team's front office, a person familiar with the negotiations said on condition of anonymity because talks were ongoing.

The New York Daily News reported Wednesday that Parcells is on the verge of accepting the job, with only a few minor details to be worked out. In a story on its Web site, the paper said a deal could be completed later in the day with Falcons owner Arthur Blank.

"I think I probably will do it," Parcells said. "The job description is to be the football operations overseer. We still have a little work to do, but I don't think it's anything major. I don't expect any real deal-breaker. I don't think there will be any major hangups."

Parcells said he would not be the Falcons' head coach. He told the newspaper he would plan to hire a general manager and then work with that person to hire a new coach to replace Bobby Petrino, who quit last week 13 games into his first season to coach at Arkansas.


The offer was first reported by ESPN.com.

Rich McKay, the team's president and general manager since December 2003, did not immediately return a phone message on Tuesday night. Blank declined comment when asked about Parcells late Tuesday night.

Parcells' agent, Jimmy Sexton, did not immediately return an e-mail seeking comment.

Emmitt Thomas is 0-1 as Atlanta's interim head coach, a job he inherited when Bobby Petrino resigned suddenly a week ago. Petrino went 3-10 with the Falcons before taking the Arkansas job.

Parcells resigned in January after four years as the Dallas coach. During a 19-year career that also included coaching the New York Giants, New England Patriots and New York Jets, Parcells made it to three Super Bowls, winning twice with the Giants.

Known best for a gruff demeanor and colorful quotes, Parcells left coaching with the ninth-most wins in NFL history and a career record of 183-138-1. He was 34-32 in Dallas, including 0-2 in the postseason.

"I am in good health and feel lucky to have been able to coach in the NFL for an extended period of time," Parcells said when he left the Cowboys. "I leave the game and the NFL with nothing but good feelings and gratitude to all the players, coaches and other people that have assisted me in that regard."

McKay's future with the Falcons is uncertain. He came to Atlanta with impressive credentials, mentioned as a potential candidate to replace former NFL commissioner Paul Tagliabue and considered a successful GM who helped the Tampa Bay Buccaneers win their only Super Bowl in 2003.

In 1996, before the Bucs hired Tony Dungy as a first-time NFL head coach, Tampa Bay owner Malcolm Glazer considered bringing Parcells aboard. McKay, however, told the Glazer family that he would resign if Parcells took the job.

With the Falcons, McKay recommended that Blank hire Jim Mora, whose fiery demeanor led to his firing last January despite a 26-22 record, and Petrino, who abruptly left the team to return to college last week.

Under McKay and Mora, Atlanta advanced to the NFC title game in the 2004 season, but the Falcons have gone 18-28 while missing the playoffs for three straight years.

Atlanta, which has never had consecutive winning seasons in its 42-year history, played before many empty seats at the Georgia Dome this season.

A federal indictment of three-time Pro Bowl quarterback Michael Vick led to a 23-month prison sentence imposed last week.

Blank, a co-founder and former CEO of The Home Depot, paid $545 million for the Falcons in a deal that closed in February 2002.

Ugh. Parcells has become a gun-for-hire, nothing more.

No kidding. Hasn't he now quit five consecutive jobs without accomplishing much? Or is it six?

And Arthur Blank is truly clueless as an owner.

Dallas was a joke for half a decade before he got there, and since he got there, they made the playoffs twice and put together the entire roster for what's likely to be the NFC'S Super Bowl participant.

The Jets were 1 and 15 the year before he got there and within two years they were 13 and 3 and in the AFC Title game and after he left they've never challenged for anything ever again.

The Pats were a complete and utter joke for a decade before Parcells got there and within 2 years they were in the playoffs and within 4 they were in the Super Bowl.

That's not accomplishing much? Raising two teams completely from the dead and bringing them to AFC Title games and Super Bowl, while raising another up from the dead to take them to the playoffs multiple times and creating their entire roster for what appears to be another Super Bowl?

We could only pray our owner was that "clueless" to bring in someone with that track record.

You and I may not have seen eye to eye on quite a few things here, however this is one instance where you're spot on.

The Cowboys are looking as good as they've looked in years, dare I say as good as they've looked since the Jimmy Johnson-Barry Switzer years. At this point, they're clearly the odds on favorite to win the NFC. For the first time this decade, the luster of the Dallas Cowboys is back.. And it sure as hell isn't because Wade Phillips is a top quality coach. A majority of this talent was brought in by Bill Parcells.

The Patriots? Same thing. Bill Bellicheck deserves credit for some of the newer players, but guys like Ted Bruschi and a majority of that defense was brought in by Parcells as well..

If you consider his run with the Giants "not doing much", then apparently 2 Super Bowl wins isn't worth a damn.

The Cards... Hell 90 percent of the teams in the NFL would be so lucky to have a guy like Parcells "not accomplishing much" with their franchise.

I agree with the guys who are giving parcells a tad bit of credit where it is due. don't forget that little bill was under big bill for many years at every stop other than dallas as well. Don't tell me that parcells doesn't deserve a shout out when the current pats coach gives his HOF spill. Parcells is a remarkable evaluator and does nothing but build teams from the bottom and take them to the top. Imagine for a second if it was parcells/beli coming to phoenix in the early 90's as opposed to N.E.
Arizona should try and get the guy involved in their braintrust. Miami is a tough gig though LOL. nice place to be I heard once. I need to go there some time in the near future to see what it's like.
I don't knock wade phillups at all. He has been a good coach everywhere he has gone. that should tell people something. however, dallas would not be where they are now(nfc fav.....multiple pro-bowl players) if it wern't for parcells. I give jerry jones an assist as well.

Falcons are in free fall. This is is typical of Huizenga. Get a big name and come up short on player personnel. Just when the crowd quits coming to games, he comes up with the magnet.

Bill Parcells has agreed to run the Dolphins' football operations. Parcells is viewed as a legendary NFL coach with two Super Bowl victories to his name.

Legendary two-time Super Bowl-winning coach Bill Parcells is expected to join the Dolphins to oversee the franchise's football operations, and owner Wayne Huizenga now is not expected to sell the team.

That is the bottom line after two weeks of negotiating and deal-making by Huizenga resulted in Parcells agreeing to a four-year contract on Wednesday.

And it is not over. The intrigue that blurs the lines of football and finances may soon ripple throughout the Dolphins organization, as the job security of some assistant coaches and general manager Randy Mueller will apparently be left for Parcells to decide. Coach Cam Cameron's job appears more secure -- at least that's the message Huizenga delivered to Cameron during a 45-minute meeting Wednesday afternoon.

The deal could be finalized as early as Thursday, but Parcells may not come to South Florida until next week.

Although Parcells and his agent, Jimmy Sexton, agreed to a contract with the Dolphins, sources are wary that one is still not signed. That is a major issue because earlier Wednesday, the former coach of the New York Giants and Jets, the New England Patriots and Dallas Cowboys was set to sign a similar contract with the Atlanta Falcons.

Then he backed out.

''Prior to the information becoming public, we reached an agreement in principle with Bill,'' Atlanta Falcons owner Arthur Blank said in a statement. ``We met [Wednesday] morning to complete the contract. At that time we were made aware that he is considering a revised offer from the Miami Dolphins. He later informed us he would not be signing a contract with us.''

According to multiple sources, Parcells had initially shown interest in the struggling Dolphins but was uncomfortable with the idea of joining the team while Huizenga was selling the team. Parcells, 66, wanted to answer to one boss and he wanted to know who that boss would be.

Huizenga, who has been trying to sell up to 49 percent of the Dolphins, at first yielded to the idea of letting Parcells go elsewhere while he continued his efforts to sell. But in recent days Dolphins president Bryan Wiedmeier, under orders from Huizenga, began more intense negotiations with Sexton.

HUIZENGA'S PROMISE

Wiedmeier skipped NFL labor talks he was scheduled to attend and instead spent much of Tuesday and Wednesday behind closed office doors trying to lure Parcells. Part of the Miami package that made Parcells turn away from the Falcons included a promise from Huizenga that he would not sell.

A source involved in the sale confirmed Wednesday night that the sale was ``probably off.''

The Dolphins and Falcons are interested in Parcells because he has had success rebuilding all four teams he has coached. He has been in coaching since 1964 and was a head coach for 19 seasons, posting a 183-138-1 record.

He won Super Bowl XXI and XXV with the New York Giants. And coached the Patriots to Super Bowl XXXI, which they lost to the Green Bay Packers. He led the Jets to the AFC Championship Game in 1998.

He was the coach of the Dallas Cowboys for four seasons, posting a 34-32 record from 2003-2006, but the team never won a championship.

TRACK RECORD

Along with his ability to coach teams to success, Parcells demanded and often received the power to pick his own players.

In Dallas, he drafted cornerback Terence Newman, tight end Jason Witten, running backs Marion Barber and Julius Jones, receiver Patrick Crayton, linebacker DeMarcus Ware, and defensive ends Marcus Spears and Chris Canty.

He also signed quarterback Tony Romo, a Pro Bowl reserve this season, as an undrafted free agent in 2003.

It is that ability to pick players and build a winning team that apparently caused the reeling Dolphins to offer Parcells a job. Miami has missed the playoffs every year since 2001 and this season is 1-13, the worst record in the NFL.

It is clear that Parcells will answer only to Huizenga in his new post.

It is unclear whether Parcells will hire a general manager to serve under him or fulfill those duties himself. It is unlikely Parcells would make significant changes in the Dolphins' personnel department before the draft in April because so much work has already been done.

Mueller was told of Miami's intention to sign Parcells when he returned to the team's practice facility late Wednesday after two days on the road scouting college players. Wiedmeier delivered the news in a closed-door meeting.

It would be practically impossible for Parcells to hire replacement scouts or a new general manager before the draft because most are already working for other teams.

So Parcells will likely work with Mueller through the draft, then evaluate him. Parcells is said to have a strong relationship with Dallas vice president of college and pro scouting Jeff Ireland.

News of Parcells' likely hiring spread quickly throughout the Dolphins' organization. Players saw the news scroll on the plasma televisions in their locker room.

''We're going to have a new daddy,'' offensive tackle L.J. Shelton joked.

The news was met with cautious optimism.

''We talk a lot throughout this league, and Bill Parcells is one of those names that if he comes in and he's on board, he's a guy that's going to get things going in the right direction,'' defensive lineman Vonnie Holliday said.

``He's the Big Tuna.''

Setting aside a burning desire to crush the Falcs Sunday -

I feel badly for Arthur Blank - who seems to have been a "good guy" through all of this.

First Mora reveals a burning desire to relocate to the state of Washington.

Then Vick doesn't come clean about his problems, and they trade Schaub only to find that "Mr. One Man Offense" and QBOF will spend the next year or two in jail.

Then the new rookie HC - who's totally shaken up the team with Joe College policies, new terminologies and a different approach to personnel - disrupts the transition period by bolting for Arkansas in the midst of the season (after reports indicate he insisted the night before that he was remaining with Atlanta)

And now Parcells (who agreed to terms and supposedly tipped off the NY Daily News in the early morning only to pull a double-cross and agree to terms with the Dolphs by day's end (raising questions about whether he was merely using the possibility of the Atlanta job to wangle a better deal with the Dolphins).

Question of the Day: "Is this a matter of "Kick Me Here" syndrome on behalf of Arthur Blank? Or is it more a matter of a well-principled good guy getting royally screwed several times over by other members of the NFL 'family?'"

I feel the opposite about Blank. I get the feeling his past firings are coming back to haunt him and deservedly so.

He fired Dan Reeves with 3 games to go in the season because Reeves said Vick was not a QB.

He fired Jim Mora Jr. for the same reasons.

He put his faith in one player and basically told his coaches it was hands off Vick.

He traded Schaub away against the coaching staff's wishes.

He meddles. He walks the sidelines during games. He over rules his coaches and McKay is his puppet. I just wonder if McKay stayed if Parcells came on board. Maybe that is why Parcells didn't sign up.

Cam Cameron better get the FOR SALE sign ready for his house in South Beach.

Reports are already circulating that Jason Garrett and New England Offensive Coordinator Josh McDaniels are on Parcells' wish list to coach the team.

Update to the story: He's no longer going to the Falcons but is considering going to Miami

As VP of Football Operations. The Coach and GM will report to him. I think that is a better job than going to Atlanta which has player problems. owner problem, and apparently racial problems. Not many top guys would want this job. They will have some major money to buy FA's as a lot of the Vick money is coming back but this job seems like a lose lose to me.
