Photoshop elements question fixing old pics

My girlfriend has a pic that's about 35 years old and has lots of yellow spots and fading on it. She took a digital pic of the standard photo and is now trying to fix it with Photoshop Elements.

I haven't really used it much, is there a way to get the pic to like pixel level so that you can say that section that's yellow should be the same color as the section next to it, and change it? She's figured out the sharpness, contrast etc but the blurring and smudging is only partially fixing the problem it does appear that what we really need to do is just change the weathered colors in certain sections back to the color they should be.

Can you do that?

I'm sure you can. I don't use Elements but I have an 8 year old version of Paint shop pro that can do this.

After a quick google, I think what you are looking for is the spot healing brush. Good luck.

Thanks, we have PShop Elements 3.0 and so far she's not listening to the advice she's trying to figure it out herself(with no luck). I suspect that's precisely what we need and yes Paint Shop Pro is why I asked I assumed it was doable with Photo Shop too but I've never tried to do it with it before.

It's probably doable I used the help feature to get the spot healing brush info but now I have to wait until she falls asleep or gives up so I can try.
