I can think of an incentive that'd keep the cheap Clipps from matching. From the next season on, whenever the team total salary averages below the cap limit Q is to get the minimum of either the difference to the cap limit or 3 mil, in addition. It's potentially to inflate his contract by 15 mil.! The Suns want to win, with the Amare and JJ extensions looming on the horizon, they aren't gonna be under cap for a while.
