Right click on your desktop, click on properties.

Go into the settings tab and change your color quality from 32bit to something less than that, like 16 bit

You can go to Display properties:settings: advanced: troubleshooting and reduce the hardware acceleration.

The only other graphics settings I can think of is the resolution and realism settings in games or the clocking and memory setings that may be available in the graphics card drivers tabs.

Exactly what are you trying to achieve? Less resolution or to prevent crashes or glitches?
Civ IV tells me I can't run the program with my current settings. It suggests "reducing your graphics settings."

For a guy like me--not a technophobe, but I'm no techie--that's pretty ambiguous.

OK, then that's usually not the accelerated function in XP. That usually means that your graphics card (GPU) is not strong enough or your trying to run the game with too much eye candy. Because it said "reduce" I would assume it means your RESOLUTION. You need to run the game at a lower resolution and that might do the trick.

In the game options you should see something in video options (640 x 480) etc. You might have your resolution set to high. Try adjusting the video settings first and see if that does the trick.
