An ESPN report says that Baylor University failed to act on complaints by three female students that they were sexually assaulted by a former football player who was later convicted. The report by the ''Outside The Lines'' program contends that an administrator told one of the students that Baylor had received multiple complaints against Tevin Elliott, now 24. ESPN did not identify the three students.
