Rules on trading picks

Hoopshype is reporting that the Nets/Blazers trade for the #22 pick is done, but can't be reported until after the Nets make the #22 pick for the Blazers.

Why? Why can't the Nets just trade the pick now, before the draft? There has to be some funny rule in the CBA that I don't know about.

You can't trade consecutive future first round picks.

The Nets probably owe another team a future first rounder that is due in 2005 or could be due in 2005.

For the same reason the Suns couldn't trade #7 before they make the pick.

But the Nets do not owe any pick to anyone.

I think that they will wait while they will know if their target is available at #22 or not.

That could be, but it's not what the article said. It said the deal is "done" and that it can't be completed now.

So I'm still confused.
