Every time I write a new message, the smilie box is different. Is there a way to standardize it?

How is it different? I think it ranks it by use/popularity...not sure.

Go to your User CP, edit options and switch message editor interface to "Enhanced Wysiwyg". The smilies will be a dropdown on the toolbar.
