I'm not entirely certain of the mechanism, but buying the tickets and not going to Tampa just shouldn't be able to happen. From the letter,

Because of the special reduced price and in an effort to ensure that "real fans" have an opportunity to attend the game, by NFL rule tickets will not be issued by the Cardinals. Instead, tickets will be issued to the account holder in Tampa by the NFL. Exact location and hours of operation will be given to you upon receipt of your payment.

To me, that means you gotta buy here and pick up in Tampa with proof that you are the actual account holder.
