I took it to mean he was just going to continue doing what ever the hell he wanted, regardless of what the rules were. Basically the way he had gone about doing everything the first 7 seasons. So he was going out to continue running the city like he always had. Just now in his off time.

I'll buy that. Overall, one of the best shows ever on TV. I still remember stumbling on the Season 1 pilot episode, thinking, "WTF is this?"
