He doesn't have to sign and can sit out. Plus, it'll be about $21 million to franchise him and they have a few players in line for extensions like Moore. They might have to let him walk if they can't extend others. It's a gamble.

You would need to have the extension ready IMO to do a deal like that. The other part is why would Chase sign with AZ as a FA?

Where do you get this from? OTC has them under the cap as of now and around $7 million over when it comes to effective cap space.
