Depends on several factors.
Your signal OTA (over the air) is only as good as the signal strength in your location and the antenna.
The speed of a laptop (mainly the hard drive) will affect the ability to record programs.
Software compatibility can be an issue. I got mine right at the XP-vista crossover. It was on sale because it didn't work on Vista. However, 2 years later it worked great on Windows 7 with no additional software.
It really depends on what you want to use it for. I have used mine mostly for capturing video into a digital format from another source like a DVR or VCR.
Functionally the tuner works fine but I found out the utility of watching broadcast TV on a laptop is limited.
