why did the FO raise their offer to warner?

why did they fall for that 49er crap? he wouldn't leave the recievers in AZ to go there. did they actually think he would? when he said he was gonna retire or play in AZ, that meant he still really wanted to play. if you leave the offer on the table for long enough eventually he'll agree to it, he wants to play and he doesn't want to move.

Sometimes you agree to raise what you're willing to pay just to make the other side feel good about accepting it, when in reality you're still getting the better deal.
