NFL referees have been under the microscope this season for their implementation of the roughing the passer penalty, and the heat may be on again after a questionable flag thrown on Leonard Floyd. The Bears outside linebacker came after Miami Dolphins quarterback Brock Osweiler right as he was throwing the ball, but he moved out of the way to avoid a big hit. Floyd was flagged regardless.
