I don't follow is Pereira saying that should have called back the TD because of that hit? What would they do put the ball 15 yards back from where the hit happened?

I get that it was supposed to be a penalty but it had no impact on the TD so seems like it should have been penalized on the kickoff not negated the TD

Yes and Yes. The foul occured during the play, so that would call back the TD and 15 yards from spot of the foul.
