Recruiting talent in CFB is the first step.
Blue bloods like Florida and Miami always have good recruiting classes. Those teams have won multiple national championships in the modern era.
But the problem they have right now is mismanagement; there are only a few coaches who can win consistently at the top level and you have all these teams competing for their services.
Take Michigan as an example. Michigan is not going to remain in the national title picture because the only reason that Harbaugh went there in the first place is because that was his alma mater.
I'd argue Florida is a team that can more consistently be a title contender than Michigan because of its warm location, great boosters, and local talent base. Florida routinely produces a large amount of football talent and if you can win the top recruits there, you can build a great program.
