Tom Tupa! Any Punter that can win 4 games starting as the QB for the late 80's Phoenix Cardinals in 11 starts while also punting gets my vote.

Ray Guy was legendary back in the day, but look at his career numbers and compare them to modern-day punters' numbers. It's insane. His career average would be in the bottom 5 in a typical year now. But average isn't everything - he had the incredible hang time, and ability to kick to the corners and out of bounds near the goal line (a lost art for reasons beyond me) that contributed to his HOF-worthiness.

I was a Steelers fan as a kid. until about say.....1988. I remember thinking Craig Colquitt was awesome. That one step and kick routine meant he was almost never blocked. But what do I know. I was a kid. My first thought when I saw the title was "Ray Guy"
