That's an interesting idea. Open the draft to players 18 and older. Have a flat, non-roster salary slot (maybe $100,000 or something), then the teams would be obligated to contribute matching funds to a scholarship pool for non-revenue producing sports.
College players could earn an income while earning a degree. The really good players could move up when ready (and get the bigger payday). Players might stay in school longer. I am thinking of someone like Jahii Carson in particular. AND the schools can profit from it too.
Its hard to see a downside.
