Why in the world is the cap not calculated before teams start shopping? How dumb is that?

it's very dumb....i wonder if there is a semi-logical reason for it.

My guess would be that league wide the fiscal year ends June 30. It only makes sense given the season.

It takes two weeks to run the #s.

If you wait until the #'s are in, especially in an Olympic year, it would be difficult to be properly prepared for the following season.

The only solution would be to shorten the regular season, but that would limit revenues.

I would say its probably worth the inconvenience since relatively few teams actually get under the cap.

Players and teams won't actually be able to sign contracts until the 14th or 15th, and (not coincidentally) all the cap numbers will be released a day or two earlier.

If the teams and players want to make semi-binding agreements based on imperfect information, there's not much the NBA can do about it.

This is the time for league audits. The reason why teams can shop, but not sign is so they have time to set the cap limit. Teams often have a close estimate to where the cap is set, so it rarely effects their plans.

Also, the July Monatorium used to a be a month long.

Contracts always end on June 30th, since it is the end of the fiscal year. Therefor teams can start negotiating on July 1st. The audits take about 2 weeks to complete, so teams used to have 2 weeks of negotiating time where they knew the exact cap.

Due to the lack of necessesity of knowing the exact number, teams pushed for the negotiating period to be shorter so they could get a quicker jump on the off season.
