No it's not but it's illegal to hit a QB sliding feet first, especially when it is a hit to the head.

But it's not illegal to hit a running back with your shoulder then wrap them up for a tackle? There isn't an Arm Tackling only rule that I don't know about?

Never have heard of one. the only way I know of that a shoulder hit would be illegal would be a hit to the head or if you are launching and have a flying hit.
