1. Move the kickoff to the 40-yard line.

2. Expand instant replay to include personal foul penalties.

3. Eliminate overtime in the preseason.

4. Extend the goal posts an additional five feet above the cross bar.

5. Move the line of scrimmage for extra points to the defensive team’s 25-yard line.

6. Put six cameras on all boundary lines — sideline, goal line, end line, to guarantee coverage for replay reviews.

7. Permit a coach to challenge any official’s decision, except scoring plays which are automatically reviewed.

8. Protect players from getting the sides of their legs rolled up on — the rule already says a blocker can’t hit an opponent in the back of the legs, this proposal will add “or side” to the rule.

9. Allow the referee to consult with members of the NFL officiating department during replay reviews. The referee would be able to speak with the command center in New York to help in reviewing a play.

10. Re-organize the rules about what can be reviewed and what cannot be reviewed, including making the recovery of a loose ball in the field of play reviewable. (This is referred to as the NaVorro Bowman rule, after a controversial call in the NFC Championship Game.)

11. Don’t stop the clock on a sack.

12. Modify pass interference so that it can be called within one yard of the line of scrimmage.

13. Enforce defensive fouls behind the line of scrimmage from the previous spot, rather than from the end of the run or from the spot of the foul.

Bylaw proposals:

1. Raise the number of active players on game day from 46 to 49 for regular-season games played on a day other than Sunday or Monday, excluding Week One.

2. Raise the practice squad limit from eight players to 10 players.

3. Permit clubs to trade players prior to the start of the league year.

4. Eliminate the cut-down to 75 players during training camp and instead just have one cut-down from 90 players to 53 players.

5. Permit more than one player to return to the active list from injured reserve so that any player on injured reserve could return after six weeks.

6. Permit each club to time and test up to 10 players at its facility, and allow other clubs to attend timing and testing at another team’s facility.

7. Adjust the time of the roster reduction from 53 after the fourth preseason game from 6 p.m. Eastern to 4 p.m. Eastern. All teams would have to have their list of final cuts in by 4 p.m.

Resolution proposal:

1. Permit a home team with a retractable roof to open or close its roof at halftime, instead of having to determine at the start of the game whether it is open or closed.

I have an idea, just get rid of the CB position. Who thinks about these things, what if the offense is planning a run and the WR is intending to block. That is a problem because if it is a run, then the pass interference won't be called if the CB then makes contact... but the CB does not know what is going on and that means the WR gets the jump on him. Could you idiots just LEAVE THE GAME ALONE. Does this mean the CB can no longer jam a WR at the line of scrimmage. How can he with this rule, what if he jams the WR and the QB simply throws the ball in the direction knowing the CB is doing it to then draw a flag

I think this would be good for us.

I really like #5. Actually, I like most of them, except the PI 1 Yard and the leg-rolling rule. And the kickoff change.

I like the retractable roof idea. Sometimes it is too hot a kickoff, but then the day gets milder and an open roof would get utilized more.

The receiving team should just plan on an onside kick happening with every kickoff. If they kick it deep, it's probably just going through the back of the end zone regardless.

i would think its the opposite 40. where do they kick from right now?

PI rule is dumb, wont go through. would eliminate jammers. Probably the broncos pushing for that one.

Right now they kick off from the 35. It was the 30 a few years ago. If they move it to the 40, and onsides have to go at least 10 yards, then the other team is now getting the ball on their side of the field instead of your side. If you recover, you're about 15 yards shy of FG range.

When KOs were at the 30, the other team was recovering at your 40, already less than a first down from FG. Now they're 15+ away from FG range if you don't recover.

If they kick from the 40 Feely would be able to drop some touch backs.

Aside from the kickoff and PI rule I think most of them sound reasonable.

I also never understood why teams can't have all their healthy players active every game...why have any healthy scratches? Why can't 53 dress every game--if you have some game day inactives it should only be for injury.

Why does the clock stop after a sack now anyway? It is the only time where a tackle on the field results in the clock stopping. I don't believe that it's always been that way. Anyone know why they changed it to the clock stopping after a sack in the first place?

I really like all the bylaws, they all make sense.

As for the rule changes ? Didn't see any I thought were worth the time.

I know "If it ain't broke, don't fix it" has gone the way of the dodo, but I still believe in it.

So far most of the "fixes" in the Goodell era have been horrible mistakes, that take away from the game, IMO.

Maybe rule #11 change, to keep a running clock on a sack, has something to do with celebrations. Too much time for the clowns to center stage themselves.

Do this then why have kickoffs. They will all sail out of the endzone.

Good idea that will not work. Guys will get penalties on blocks that were not intentional.

Yes. Stopping the clock penalizes the defense for making a good play by giving the offense more time.

Evens the playing field out since all offensive fouls are from previous spot.

Yes.

Wouldn't this really slow down the games? The current replay reviews already take too long.
