Here is a copy of what I found at Directv when I searched under FCC rulings:
You don’t have to own a house to get great satellite service! As a resident of a condo or apartment, you can set up your own DIRECTV System or your entire building could be served from just one dish.
If you want to install your own DIRECTV System, first check with your landlord or property manager for permission to install the DIRECTV satellite dish on your rooftop. If you are not able to install it on a rooftop, you may be able to install it on your private balcony or patio or in your garden, as long as the satellite dish has a clear view of the southern sky. In fact, a January 1999 FCC ruling states that apartment, condominium, town home and single family home renters can install either satellite dishes or TV antennas in these areas. Visit the FCC website for details.
If your property manager or association wants information on how to install a DIRECTV System dish for your whole complex or building, just refer them to the Communities section below or print out the information yourself and pass it on to them.
You can buy your own system from a local electronics store or from an online retailer. Have questions? Call 1-800-389-4388.
For your reference, here's a copy of the DIRECTV Customer Agreement.
More and more residents in apartments, condominiums, town homes and co-ops are enjoying the advantages of DIRECTV® service. These residents are some of the millions of customers who now enjoy DIRECTV® programming, which offers more than 225 digital-quality entertainment channels, including the best sports subscriptions and the most pay per view choices.
That's great news if you're a property owner, property manager, builder or leasing agent. You can increase occupancy and reduce rooftop and balcony clutter by providing your residents with DIRECTV® service via one dish per common rooftop. The reasons are simple. DIRECTV® service:
Keeps current residents satisfied.
Attracts new apartment residents.
Increases perceived property value.
An authorized DIRECTV Service Provider can design a signal distribution system to satisfy your needs and construct it according to your specific design requirements. Each unit wired for DIRECTV® service may also receive access to local TV broadcasts; visit our Local Channels page for more information.
