I agree with the popular opinion that Hazen is to blame. He did the right thing by not giving up top prospects for rentals but he could have adding a bullpen in the offseason and pick up a SP or two but he signed a bunch of castoffs like Castro. They have to spend money to pick up pieces if they want to hang on to prospects but seem content with filling out 40 man roster with no names or guys well past their prime.

Guys they could have signed in offseason on 1 - 2 contracts:
Aroldis Chapman
Kenley Jensen
Mike Clevinger
Michael Wacha
Michael Lorenzen
Wade Miley
Dave Robertson
Brad Hand
JD Martinez
Gary Sanchez

And now they're in danger of sliding down to 4th in their division, which is about where they were expected to finish before the season started.

And yes, unwillingness to get a quality starter or two and decent bullpen help over the offseason is the biggest reason. Torey insistance on giving to many at bats to players like Pavin Smith, Nick Ahmed, Carson Kelley and Josh Rojas and playing musical chairs with the bullpen hasn't helped.
