Yes and no. I think that the NFL game is much more geared to the passing offense than it is to the running attack. Look at the best offenses in the NFL. The Pats and Colts can effeciently run the ball, but they really open up the run with the passing threat.
Traditionally, 3-4 defenses were used to stop the run mainly, but I think that the Blitzburgh defense and what Wade Phillips uses in Dallas are designed more around mustering a pass rush. The 3-4 that Parcells favors definitely focuses on good coverage and stopping the run, but Dallas was middling with good personnel two seasons ago under that formulation.
Teams today don't need the play-action threat to build a passing game. That's probably the biggest revolution of the West Coast offense and the Martz systems. Mike Holmgren is happiest when Matt Hasselback is passing 35+ times a game. Until the Cards find a way to contain the passing attack, they're going to struggle to make the playoffs.
